Data Warehousing and Reporting Helps USPS Enhance Efficiency of Business Mail

postofficeAs has been well publicized, the United States Postal Service is working on a number of ways to cost-effectively boost performance and efficiency. For example, one area the USPS is actively working to improve is the processing of Business Mail—periodicals, advertisements and other commercial material—on a facility-by-facility basis.

As with any high-level business or mission challenge, enhancing the efficiency of USPS’s Business Mail processing requires quantifiable visibility into the current state and ongoing progress towards the goals—the ability to gather the right data and provide updates in a timely and accurate way.

USPS Mission
The USPS’s goal is essentially to hold each individual facility more accountable for processing Business Mail as soon as it is received and getting it out the door as quickly as possible.

As with any high-level business or mission challenge, enhancing the efficiency of USPS’s Business Mail processing requires quantifiable visibility into the current state and ongoing progress towards the goals—the ability to gather the right data and provide updates in a timely and accurate way.

USPS Requirements
The following is an overview of the key steps needed to execute against the USPS’s goals:

Requirements Outcomes
  • Establish clear, measurable objective.
  • Identify key performance metrics to evaluate progress.
  • Ability to accurately and quantifiably assess current situation.
  • Timely updates on performance metrics in a form that can be readily used for decision-making.
Improve efficiency of Business Mail processing.

  • Measure and report on “% on-time by facility” to show each facility’s effectiveness and processing Business Mail.
  • Reduce % of “containers at risk”—when a container is in the wrong place or stays in the same place too long.
  • Develop data warehouse to gather, store and categorize data.
  • Create weekly reporting to show facility-by-facility performance, improvements and comparisons to overall national, district and area averages.

Qlarion Solution
Qlarion and its strategic partners worked with the USPS to develop and maintain:

  • The data warehouse that stores and organizes the facility-level Business Mail performance data;
  • Reporting that shows the “% on time score” for each facility so that those metrics can be compared between facilities and against the overall averages at the national, district and area levels;
  • Reporting on “containers at risk,” another key indicator of facility performance.

The Bottom Line
With this constant, quantifiable and accurate view of facility-level Business Mail performance, the USPS now has an effective management tool to communicate with facilities to highlight areas in need of improvement and measure improvement.
